Photon Flux LLC (Photon Flux), a Small Business (SB) Joint Venture (JV) formed pursuant to the Small Business Administration’s (SBA) Mentor-Protégé Program, consists of member companies Torch Technologies, Inc. (Torch; Mentor) and Crossflow Technologies, Inc. (Crossflow; Protégé). As a Mentor-Protégé JV, Photon Flux formally maintains SB status while inheriting the past performance and capabilities of both member companies.
Crossflow and Torch have created a series of Joint Ventures with each one being aligned toward a specific contract vehicle, market, or customer.

Photon Flux combines Torch Technologies’ proven prime-contractor execution, cleared facilities, and national footprint with Crossflow Technologies’ advanced digital engineering, modeling and simulation, systems integration expertise, and small business agility.
Photon Flux provides end-to-end lifecycle support for complex Department of Defense systems delivering engineering, modeling and simulation, software, and test capabilities from requirements definition and architecture development through prototyping, integration, verification, certification, and sustainment. Our teams have supported Army, Air Force, Navy, Space Force, and Missile Defense Agency programs, emphasizing early risk reduction, technical rigor, and operational relevance.
The OASIS+ contracts cover services that are: primarily noncommercial, with the allowance for commercial services task orders; classified and unclassified requirements; and within the continental United States and outside the continental United States.
